I've been fighting the 503 error again for most of the day. I'm not sure if everyone else was experiencing it, but given the previous instance, I assume so. I cleared the Google and Blogger/BlogSpot cookies and did everything I did last time, once again to no avail.
It started almost exactly at 11:30am CST, which leads me to believe these are unannounced outages for maintenance - maybe part of the upgrade process.
