YouTube settled on a licensing deal with small labels in this post from November of last year that got drafted before we could bring it to you in a timely manner. Google's new Music Key is a paid monthly service providing free music that is in open beta right now.
You can petition for a chance to join the beta team but I have opted-out of paying for streaming music, at least at this time. There are simply too many choices and they aren't all "pirate signals" or whatever. In the future, I might pay for an inclusive service that includes original radio programming (and hopefully syndicated) but, for now, only a handful of channels draw my regular attention - just like with paid TV.
