Should the World Wide Web ever fail, experts postulate the world's economy would collapse along with it, and that just can't be allowed to happen. So the Powers That Be have designed a backup system involving seven keys, spread throughout the world, which require the holders to come to America to use them. Together, those keys would reboot the Web. No, really.
The plan was devised and instituted by ICANN.
