The FCC recently mandated new rules regarding the volume of commercials. The laws actually target cable, satellite, and TV companies that broadcast the spots and not the advertisers themselves. The new regulation will disallow commercials from being louder than the program during which they appear. Some estimates placed the volume of certain commercials at up to 10x the level of the show during which they appeared.
